Presentation
With the aim of amplifying its digital transition initiated since 2010, the Guinean Government with the support of the World Bank has decided to integrate the Digital Transformation Project for Africa / Regional Digital Integration Program for Africa the West (DTfA/ WARDIP) with the aim of beginning its digital transition initiated in 2010. This transition aims to further develop access to broadband, digital financial services and online services (e-Government).
The WARDIP project aims to address the challenges of the low penetration rate of broadband connectivity in Guinea, which is only 23%, well below the West African average of 30%. Guinea is currently dependent on a single submarine cable, the Africa Coast to Europe (ACE), with high connectivity costs, ranking 145th for fixed broadband prices and 151st for fixed broadband prices. mobile.
The development objective of the program is to increase access to broadband and digital services through the development and integration of digital markets in the West Africa region. It will thus enable the Government to create infrastructure for digital development, guarantee access to broadband for all to accelerate the achievement of national and international objectives.
Context
The Guinean Government, with the support of the World Bank, has decided to integrate the Digital Transformation Project for Africa / West Africa Regional Digital Integration Program (DTfA / WARDIP) with the aim of begin its digital transition initiated in 2010. This transition aims to further develop access to broadband, digital financial services and online services (e-Government).
The project financing amount will be used as a lever to attract private investments as well as co-financing from technical and financial partners, in order to fill the existing financing gap to cover the activities planned by the digital transition agenda 2016- 2020.
It is within this framework that the Guinean Government intends to use part of this fund for the recruitment of a national consultant for the development of an internal and external communications strategy accompanied by a communications plan. as part of the implementation of the project.
This strategy will make it possible to structure the different communication actions in order to have coherence. Indeed, think carefully about the objectives, the target or even the messages to be transmitted, and the most appropriate channels.
